Why would one consider a Democracy "Mob Rule"?

I just read this in an answer and it's my opinion that Democracy is not "Mob Rule" but a "Mob Rule" would be Anarchist type Rioting Socialistic Communists. So why is Liberty and Freedom associated with "Mob Rule"?
